How Long Does an EICR Last? Renewal and Legal Requirements in England
Find the inspection interval for your property, the date on your report that matters, and the deadlines for repairs and sharing records.
By EICR Certificates London · Updated 31 October 2026
For rented homes covered by England’s electrical safety regulations, an EICR inspection is required at least every five years, or sooner if the report specifies an earlier date. Owner-occupied homes have no general statutory renewal cycle; commercial premises follow risk-based duties. An Electrical Installation Condition Report records condition when inspected, rather than promising continuing safety. Inspection intervals, repair deadlines and dates for supplying documents are separate obligations. EICR Certificates London helps landlords, agents, homeowners and businesses arrange the appropriate inspection in Greater London.
EICR Requirements at a Glance: Which Rules Apply to Your Property?
Your property’s use determines who must arrange electrical checks and which inspection deadlines apply.
| Property/use | Responsible person | Interval and legal basis | Deadline to track |
|---|---|---|---|
| Private rented | Landlord, including when an agent coordinates access. | Legal maximum of five years between inspections, shortened where specified by the report, for covered tenancies. | Renewal date; required work within 28 days or sooner as specified; separate tenant and council copy deadlines. |
| Social rented | Registered provider of social housing. | Installation inspection cycle plus separate checks of supplied equipment, each at least five-yearly or earlier where required. | Transitional initial checks before 1 November 2026 for existing tenancies; ongoing inspection, equipment, remedial and record-delivery dates. |
| HMO | Landlord and relevant licence holder. | Applicable rented-sector requirements plus actual licence conditions. See HMO and property licence EICRs. | Inspection due date, required corrective action and licence evidence submission date. Licence duration does not set EICR validity. |
| Owner-occupied | Homeowner. | No general statutory EICR renewal interval. Inspection recommendations depend on condition and professional advice. | Recommended reassessment date; investigate deterioration or safety concerns promptly. |
| Commercial | Employers and others controlling the installation. | Risk-based maintenance under the Electricity at Work Regulations 1989. Arrange commercial EICR and fixed-wire testing to suit the premises. | Assessed inspection interval, defect urgency and relevant insurer conditions; no universal residential repair allowance. |
Tenancy exclusions and premises-specific circumstances matter. These intervals describe inspection planning, not how long a testing visit takes.
Find Your Next EICR Date and Arrange Renewal
For a covered rented home, arrange the next inspection by the earlier of the report’s stated date and five years after the previous inspection.
- Inspection date: find when testing took place, rather than when the report arrived by email.
- Overall assessment: check whether the installation was recorded as satisfactory or unsatisfactory.
- Next inspection: locate the recommended date and record any shorter interval.
- Observations: match outstanding items to completion evidence and their separate remedial deadlines.
A tenancy renewal, invoice or repair does not automatically restart the cycle. Missing or ambiguous paperwork needs clarification from its issuer and, where necessary, a competent assessment. Deterioration still needs attention while a report remains current.
Once the date and scope are clear, book an EICR inspection for renewal, providing the complete existing report.
What Private Landlords Must Do in England
Private landlords with tenancies covered by the regulations must maintain electrical safety, arrange competent inspections and act on the findings. The landlord remains responsible when a letting agent manages appointments or portfolio reminders. The maximum interval in the table is shortened by an earlier report date.
- Arrange inspection by a qualified person competent in periodic testing, before a new tenancy if no usable existing report is available.
- Maintain the installation safely throughout occupation.
- Complete necessary investigation or repairs within the applicable time limit.
- Obtain, distribute and retain the report and subsequent written evidence.
For coordinated inspection and supplied-appliance testing, see the landlord electrical safety package for your rental property.
Historical application: new specified tenancies from 1 July 2020; existing specified tenancies from 1 April 2021. Schedule 1 contains exclusions, so coverage should be checked rather than assumed for every residential arrangement.
Do You Need a New EICR for a New Tenant?
A change of tenant does not automatically require a new EICR when the existing report remains current and the relevant safety obligations have been met.
- Check its next-inspection date, assessment and evidence resolving required work.
- Give the incoming tenant their copy before occupation.
- Review reported damage, alterations and other concerns that could require earlier assessment.
Proportionate visual checks between tenancies help identify changes. They do not replace periodic inspection and testing or resolve outstanding C1, C2 or FI observations.
Social Landlords: Installation and Supplied-Equipment Duties
Social landlords must arrange installation inspections and separate checks of electrical equipment supplied under the tenancy.
- 1 November 2025: the amendment began coming into force.
- 1 December 2025: new-tenancy application began.
- 1 May 2026: provisions applied to existing social tenancies.
- Before 1 November 2026: transitional initial installation and equipment checks must be completed for tenancies granted before December 2025.
That transitional deadline is imminent on the check date above. SI 2025/1043 distinguishes the fixed installation’s EICR from equipment-specific in-service inspection and testing records, known as ISIT records.
Supplied-equipment checks recur at least every five years, or earlier where the record requires. A qualified person determines whether visual inspection, testing or both are needed. This is not a universal annual PAT rule. Keep equipment results separately identifiable and arrange prompt action on unsafe items under the equipment provisions; the installation report alone does not evidence every appliance check.
HMOs: Check the Inspection Date and the Licence Conditions
An HMO landlord must meet the applicable electrical safety duties and the property’s actual licence conditions. National inspection limits still apply, including earlier reassessment dates; there is no separate universal HMO interval. HMO status and licensing requirements are different questions. Check mandatory or additional HMO licensing and any applicable selective scheme.
- Issuing borough: ______
- Applicable licence and electrical condition: ______
- Evidence requested: ______
- Submission deadline: ______
Internal shared kitchens and bathrooms in an HMO are not interchangeable with a block’s separate communal installation. Confirm which circuits the report covers.
Commercial Fixed-Wire Testing: Who Is Responsible and How Often?
Commercial electrical safety responsibilities follow control of the installation, and inspection intervals depend on risk rather than a universal five-year EICR law.
Employers, commercial landlords, occupiers and facilities managers may hold relevant duties. Check lease terms and maintenance allocations, recognising that a contract does not remove every statutory responsibility. HSE guidance supports risk-based maintenance under the Electricity at Work Regulations 1989.
| Risk factor | Effect on inspection planning |
|---|---|
| Installation condition and previous findings | Deterioration or unresolved defects can require earlier attention. |
| Use and loading | Intensive operation or changed use can affect the interval. |
| Environment | Damp, heat, dust or physical damage can increase inspection needs. |
| Maintenance history | Reliable records help the competent person assess future checks. |
IET Guidance Note 3 provides recommendations: five years may suit some offices or shops, while higher-risk premises need shorter intervals. Check insurer requirements separately.
How Long Do Landlords Have to Fix C2 or Investigate FI?
Under the rented-sector regulations, required remedial or investigative work must be completed within 28 days of inspection, or sooner if the report specifies.
- C1 — act immediately: danger present; a competent person must make it safe. Immediate danger is never left.
- C2 — urgent repair: a potentially dangerous condition requires remedial action.
- FI — investigate promptly: establish whether danger exists and address the findings.
- C3 — improvement recommended: this alone does not make the assessment unsatisfactory.
Read what C1, C2, C3 and FI mean for the classification distinctions.
Booking an appointment or approving a quotation is not completion. To close the action:
- Obtain written confirmation from the qualified person.
- Match completed work to the original observations.
- Address any further investigation or repairs identified.
You can arrange EICR remedial work within the report’s deadline. Evidence must then be sent separately, as shown below. Still awaiting the initial inspection? Use the route for a landlord or agent facing an EICR deadline.
Report Copies and Remedial Confirmation Have Separate Deadlines
Sending the EICR and sending evidence of completed repairs are separate duties with different starting dates.
| Recipient | Document | Trigger | Deadline |
|---|---|---|---|
| Existing tenant | EICR | Inspection and testing | Within 28 days |
| Incoming tenant | Current report | Taking occupation | Before occupation |
| Prospective tenant | Requested report | Receipt of written request | Within 28 days |
| Local housing authority | Requested EICR | Receipt of its written request | Within seven days |
| Existing tenants and local housing authority | Written remedial confirmation together with original report | Completion of investigative or remedial work | Within 28 days |
The remedial-evidence duty includes the authority without waiting for a request. Under the amended retention rule, keep the EICR until the later of its next due date and the actual subsequent inspection, unless superseded by a newer report. Supply it to the next inspector. Social landlords should keep ISIT equipment records identifiable alongside installation documents.
What Happens If a Landlord Misses the EICR Requirements?
Breaching specified electrical safety duties can lead to council enforcement and a civil penalty of up to £40,000.
Current government guidance gives this £40,000 maximum; older guidance quoting £30,000 is out of date. It is not an automatic charge or a blanket cap for housing offences. Enforcement can include notices, remedial action and recovery of costs.
Read the actual notice and its response dates. If your council has demanded an EICR or issued a penalty notice, organise the relevant records promptly.
- Record each requested action and deadline.
- Gather reports, completion evidence and correspondence.
- Preserve appointment attempts where access has been difficult.
Access records may demonstrate reasonable steps; they do not automatically establish an exemption or extend a deadline.
Landlord Electrical Safety Checklist: Inspect, Act, Share and Retain
A useful landlord electrical safety checklist tracks the inspection, required work, report delivery and next due date separately.
This is an administrative checklist, not an instruction to inspect or repair electrical equipment yourself.
Does a New Wiring-Regulations Edition Invalidate an Existing EICR?
A new edition of BS 7671 does not automatically invalidate an existing EICR or make an older installation unsafe. BS 7671:2018+A4:2026 is the current technical standard. Start with your report’s next-inspection date, required actions and any subsequent changes or deterioration.
- Standard: technical requirements for electrical installations.
- Condition report: findings about the installation inspected, including its assessment and limitations.
- Legal duty: obligations established by applicable legislation.
A technical amendment is not automatically a change to statutory wording. Findings determine action; equipment age alone does not establish its classification.

EICR Validity and Legal Requirement Questions
These answers cover common questions about longer intervals, documents, inspection scope and arranging a competent inspector.
Are EICRs Valid for 10 Years?
Ten years is commonly recommended for an owner-occupied home, but it is not the inspection maximum for a rented home covered by England’s regulations. IET Guidance Note 3 treats homeowner intervals as recommendations, not statutory renewal dates. Follow an earlier date recorded by the inspector and seek assessment if deterioration or alterations raise concerns.
Can an Electrical Installation Certificate Replace an EICR?
An Electrical Installation Certificate for a new or fully rewired installation can support the initial rented-property inspection position, but it is not interchangeable with every EICR. GOV.UK guidance allows reliance on that EIC for five years from issue. Limited-work certification does not establish whole-property condition: understand the difference between EICR, EIC and Minor Works certificates.
How Much Does an EICR Renewal Cost?
EICR Certificates London confirms the inspection price before attendance, with residential pricing based on bedroom count and other property types quoted for their scope. Inspection and testing charges exclude repairs, which need a separate quotation. See London EICR prices and what the inspection includes.
Does an EICR Check Every Socket?
An EICR assesses the fixed installation, but you should check the recorded inspection scope and limitations rather than assume every socket was dismantled. Circuit testing, accessory inspection and agreed sampling are distinct. Clarify inaccessible rooms or accessories and review the accompanying test schedules. Read what an EICR checks and how to prepare.
Is an Old Fuse Box Automatically Illegal?
An old fuse box is not automatically illegal simply because of its age; its condition and protective measures need competent assessment. Rewireable fuses and missing RCD protection require evaluation in context. The findings determine necessary action and the overall outcome. Renewal alone is not an instruction to replace the consumer unit, nor evidence that an unseen board is safe.
How Do I Check an EICR Inspector Is Qualified?
Choose someone competent in periodic inspection and testing, and verify the qualifications, experience and registration they claim. First, check suitability for your installation type. Second, verify the actual engineer’s claimed registration; a generic electrician description is insufficient, and NICEIC membership is not the sole legal route. Learn how to check an electrician’s registration and your EICR.
