Electrical work needed for an HMO or property licence - London EICR electrician

The council wants an electrical certificate before your licence application can move forward. Or your renewal paperwork asks for a satisfactory EICR and you've only got an old report. The question's usually straightforward: do the existing electrics meet the licence conditions, and what would need putting right?

If you're comparing EICR London quotes, start with the scope of the inspection and the report you'll receive. In areas such as East London and West London, converted houses and purpose-built blocks can involve quite different installations. Across London, we're used to older boards and wiring altered as properties change.

What it might mean

Your licence conditions may require you to hold a current satisfactory EICR and produce it when requested. The council could be checking that evidence during an application, renewal or property inspection. Requirements beyond the report can vary, so read the actual conditions.

There may also be an installation that hasn't kept pace with the building's use. Shared-house loads and layouts can place demands on circuits that weren't designed for them. Mixed-age wiring in conversions may need closer investigation, while older boards can have rewireable BS 3036 fuses without RCD protection. Those possibilities need testing, not assumptions from a photograph.

HMO socket circuits may fall within the AFDD requirements introduced in BS 7671 Amendment 2 when the consumer unit is replaced. We check how those requirements apply to the proposed work before recommending an upgrade.

How urgent is it?

Work backwards from the application or renewal deadline. Allow room for the inspection to identify problems and for repairs to follow. Under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, remedial work required following C1 or C2 findings must be completed within 28 days, or sooner if the report specifies it. A finding of danger present needs immediate attention; that window isn't permission to leave danger unresolved.

If your report's current and satisfactory, and renewal isn't close, you've got time to compare inspection scopes. A missing or unsatisfactory report, or an approaching application deadline, is a reason to arrange the next step now. Changing tenants doesn't restart the five-year inspection cycle for private rented properties.

Operating a licensable HMO without the required licence is an offence that can lead to unlimited fines and rent repayment orders. Missing or unsatisfactory electrical evidence can also leave you facing enforcement under both licence conditions and the rental electrical safety regulations. Outstanding evidence may delay licence processing.

What you can safely check

Read the licence's electrical conditions and gather your existing EICR and PAT records. Check the report date, overall outcome and observations. A document saved as "electrical certificate" doesn't tell you whether it's satisfactory or still current.

Think about access around tenancies, too. Void periods and turnover weeks can make board or wiring work easier to plan.

Don't remove consumer-unit covers, alter circuits or attempt electrical testing yourself. Only a competent electrician can inspect, test and assess the installation properly.

What we check

We start with the electrical conditions attached to your licence, then inspect and test to BS 7671 with the relevant HMO requirements in scope. We assess the board, wiring and circuit protection against the property's layout and use. In purpose-built blocks, landlord supplies and communal installations have their own periodic inspection cycle, so the scope needs to be clear.

A NICEIC-registered engineer carries out your EICR. You'll receive a coded report explaining the findings: C1 means danger present, C2 means potentially dangerous, C3 means improvement recommended, and FI means further investigation. We explain the observations and what needs addressing, so you're comparing actual findings rather than an unexplained list of faults.

How it's fixed

The findings determine the work. A satisfactory EICR may provide the electrical evidence your licence requires. An unsatisfactory outcome may call for remedial repairs, wiring work or a board upgrade with AFDD and RCBO protection where required. We test first and explain why any proposed change is needed.

An HMO EICR in London is quoted for the individual property, with its inspection price fixed before attendance. Repairs are costed separately through a free, no-obligation written quote. That keeps the testing charge distinct from the work the findings might require.

Our hmo & property licence eicrs service brings the inspection, necessary electrical work and relevant PAT records together against your council's requirements. We assemble the electrical documentation for submission, checking it against the licence conditions rather than assuming every council asks for identical evidence.

Leave room for findings before renewal

If an application date is approaching and you haven't got a current satisfactory report, booking the EICR now leaves room to address its findings. An unresolved electrical report can hold up the licensing evidence you need.

Where does your property stand for licensing?

For a rental in South East London, an electrical installation condition report gives you the findings to assess alongside your licence conditions. Book the inspection and we'll email the coded PDF, so you can read what was checked and understand any observations. If repairs are needed, you'll receive a clear written quotation for those works before deciding how to proceed.
